By evening, agents were hauling boxes and bags out the back door of the cannabis shop. Multiple people were taken into custody at the dispensary. No charges have been filed against Lucas. But the warrants were signed by a federal judge who found probable cause to believe a crime had occurred.
Who Is Louise Lucas?
Lucas is not some backbencher. She’s the president pro tempore of the Virginia Senate, the first woman and first Black person to hold that position. She chairs the Senate Finance Committee. She has served in the Virginia General Assembly since 1992 — 34 years. She was the architect of Virginia’s Democratic redistricting effort that voters approved in a referendum just two weeks before the raid. She stumped for Governor Abigail Spanberger on the campaign trail in 2025. She is, in every measurable way, the most powerful Democrat in Virginia state politics.
And she’s now the subject of a federal corruption and bribery investigation.
The Cannabis Problem.
Here’s where it gets interesting. Lucas has been a vocal advocate for marijuana legalization in Virginia. In 2021, she co-opened the Cannabis Outlet in Portsmouth. Here’s the thing: Virginia has legalized pot possession, but retail sales of recreational marijuana remain illegal in the state. Lucas has said the store sells legal hemp and CBD products. But local media had already reported allegations that some products were mislabeled or exceeded legal THC limits.
CBS News reported that investigators are looking into an alleged bribery scheme connected to the marijuana dispensary business. The New York Times confirmed the probe involves “possible corruption and bribery related to marijuana dispensary businesses.” Two people familiar with the matter told the Associated Press the investigation was opened during the Biden administration — not by Trump, not by Kash Patel, not as political retribution.

Democrats Cry Political Motivation. The Timeline Says Otherwise.
The moment the news broke, Virginia Democrats lined up to call it political persecution. House Speaker Don Scott said: “Given the politicization of this administration — an FBI led by Kash Patel and a Justice Department run by President Donald Trump’s former personal attorney — I think people should take this with a grain of salt.” Attorney General Jay Jones said recent federal cases “have undermined public confidence” in Virginia prosecutors. Fair enough. Context matters. But here’s the context they’re leaving out: this investigation started under Biden. Two separate people confirmed that to the Associated Press. A federal judge — who had to find probable cause of a crime — signed off on those warrants.
Lucas herself told Fox News she had “no idea” why the FBI was at her office. Her daughter told WAVY-TV: “We’re trying to figure it out.”
The FBI and DEA executed court-authorized search warrants at Lucas’s Portsmouth district office (which also houses her disabilities-services business), the Cannabis Outlet she co-owns next door, and other locations. Agents in FBI T-shirts, body armor, and camouflage were on scene. An armored FBI vehicle was parked outside the cannabis shop. By evening, agents were removing boxes and bags from the dispensary. Multiple people were taken into custody at the Cannabis Outlet. The FBI’s Norfolk field office said the search was “court-authorized” and there was “no threat to public safety.” The U.S. Attorney’s Office for the Eastern District of Virginia declined to comment.
The Redistricting Elephant in the Room.
Lucas was a central figure in Virginia’s effort to redraw congressional maps in Democrats’ favor. The new map, which she championed, would create four additional Democratic-leaning seats — giving Democrats a potential 10-1 advantage. Voters approved the map in a referendum in April. It’s currently on hold while the Virginia Supreme Court considers its legality.
After the redistricting passed, Lucas posted on social media: “You all started it and we f***ing finished it” — a direct taunt to Trump and Republicans. That level of public bravado makes the timing of the raid feel politically convenient, regardless of the investigation’s origins.
But investigations that started under Biden don’t become political just because the warrants land during a different administration. If the evidence merited a warrant under Biden, it merits one under Trump too. The real question is whether this is a legitimate corruption probe that the FBI carried through across administrations — or whether it got a political turbo-boost at a politically convenient moment. We don’t know yet. No charges have been filed. Lucas has not been arrested or detained.
The Pattern Goes Both Ways.
This site has documented every instance of Trump using the DOJ as a political weapon — the Fulton County ballot seizures, the targeting of Letitia James, the Comey indictment, the firings of inspectors general. That pattern is real and documented. But the pattern doesn’t make Lucas innocent. If a 34-year state senator was running an illegal marijuana operation and took bribes in connection with it, that’s corruption. Full stop. The party affiliation doesn’t change that.
Democrats have been rightfully demanding accountability for Republicans who abuse their power. That standard has to apply to their own too. If Louise Lucas committed crimes, she should face consequences — even if she’s the most powerful Democrat in Virginia, even if she was the architect of redistricting, and even if the FBI that raided her office is now run by Kash Patel.
