Trump's typical formulation went something like this: "I got Veterans Choice passed. For 40 years, people were trying to get Veterans Choice. I got it done." Variations of this claim appeared in campaign rallies, White House events, interviews with Fox News, and official presidential addresses throughout his first term. When confronted with the facts, Trump and his allies typically pointed to the VA MISSION Act, which Trump signed in June 2018 and which significantly expanded and reformed the Veterans Choice Program. The MISSION Act was a genuine and meaningful piece of legislation that broadened eligibility and improved the program. Trump deserves credit for signing it. But the MISSION Act was an expansion of a program that already existed — a program signed by Obama. Trump did not create Veterans Choice. He improved it. These are different things, and he knew it.

Veterans are not props. They are people who served the country and who have specific, concrete interests in accurate information about their healthcare options and who actually advocates for them. When Trump repeatedly told veterans that he had created the program that allows them to see private doctors — when Obama had actually done that — he was not just lying about policy history.
